How to view the start and finish date times other than WBS and Gantt Chart View?

The start and finish date times can be viewed and edited from the panel on the right side of the Issue detail view.

Each time value is stored in a property of the issue.
Therefore, the time cannot be displayed as a field on the issue creation screen or issue editing screen, nor can the time be specified in JQL to search for issues.
